I can't guess the first one, but the second one looks just like Arthur C. Clarke. Does it have something to do with an extraterrestrial monolith being left in New Orleans?

It is more simple than that : the first one is George Walker Bush, actual president of the U.S.A., and the second one is Dick Cheney, manipulator in chief, actual vice president of the same country!
